Hi, I modified this scenario 1941 with some changes new name 1941Balancedv3:
1) remove Bismarck and HMS Hood
2) Gneisenau and Prinz Eugen at Brest
3) new airfield at Tobruk
4) special train line from Norway by Sweden to Oulu at Finland --> https://en.wikipedia.org/wiki/Transit_o ... and_Sweden
5) add Gotenhafen port near Danzig
6) add airfield near Konigsberg
7) add "Pawlov" tanks near Bialystok (Wilno)
8.) add Brandenburg unit
9) add Ju88 at Sicily

11) submarine, destroyer, and Battleship for France Vichy
12) french tanks at France for Germany B1b and Somua
13) cost artillery near Dover and Calais
14) Polish infantry near Tobruk
15) Luftflotte near Benghazi 2x Bf109 and 2x Ju87
16) remove Axis cruiser from Black See and add 2x torpedo boat
17) change P47 to P40 for Torch operation

He was General. Commander of West Front
Of course he was, every single general or marschal has his own tank like Patton or Rommel. What can I say? PC original has not General icon that is the reason why Pavlov has tank.
Pavlov's tanks are there to mention what happened between 22-28 June 1941 near Bialystok-Vilnus. Soviet command and control suffered almost complete breakdown, worst hit was 4th Army which failed to establish communications both with headquarters above and below it. Attempts to launch a counter-attack with 10th Army on 23 June were unsuccessful. That same day the German Third Panzer Group captured Vilnius after outflanking 3rd Army. On 24 June Pavlov again attempted to organize a counter-attack, assigning his deputy Lieutenant General Ivan Boldin the command of 6th and 11th Mechanized Corps and 6th Cavalry Corps, commanded by Major General Ivan Semenovich Nikitin. With this mobile force Boldin was to attack northward from the Białystok region towards Grodno to prevent encirclement of Soviet forces in the salient.

As far as you know this battle happened in June 1942 so... it is hard to push players to do the same after 26 rounds
But you have 1st Free French Division on the map at Syria so enjoy.

One of the players asked me why 1941 scenario has none of Asia. Last weekend I was working on the extended map. I have added territory like on this map. Unfortunately, Panzer Corps has none flags of Chines communists, Mongolia, Tibet, Nepal, Buthan and Kuomintang. Mongolia in this scenario has soviet flag, Kuomintang blue team, Mao has a Red team flag.

If you share them along with the map, i.e. as part of a package... my guess is that both MP players would need to have them downloaded and not just one but I am not fully sure

Flags look perfect. But there is a problem because scenario 1941v5 with Asia has Nationalist China and Communist China. Normally Panzer Corps does not have them, only Japan. I used for both the Chineses default Red and Blue team but at flags file both teams have swastika ;/ So during first-round Axis, all new flags look great but during first-round Allies, good flags change to RED\BLUE flags with the swastika.

Sorry, I do not really understand the problem.
PzC has of course a pre-defined set of nations, but it is possible change the flags to other ones or to add additional nations if it is necessary. I am not sure there might be an upper limit to the maximum number of nations in the game, but in my mod added like 8 additonal nations and the PaK mod added almost one hundred(!) so possibly there is no limit.
So there are two ways: you can add more nations by hex editing some game files or use the existing set of nations and just change their flag graphics. For example replace the red team flag graphic to an actual nation's flag and roundel and then these changed files will have to be installed with the mod so that every player would see the same. If you only want to change a few nations and do not want to use all the existing nations then it is easier to just change some unused nation's flags to another but if you want to use use several new nations then it is necessary to hex edit the game files and add as many additional nations as it is needed.
PzC has of course a pre-defined set of nations, but it is possible change the flags to other ones or to add additional nations if it is necessary. I am not sure there might be an upper limit to the maximum number of nations in the game, but in my mod added like 8 additonal nations and the PaK mod added almost one hundred(!) so possibly there is no limit.
