Bythnia has three regions - buying them is cheaper (209) than asking Bythnia to become a client state (224).
I haven't checked if that is always true but it doesn't seem right.

It's right. Less than 4 region, 209=total region value *1.5.
In my opinion, you already have 2 CS. So 224=20+total region value *1.5

Getting a CS becomes more expensive the more CS you already have?
Where is the logic in that? Why would a state be more reluctant to become a client if there are already others?

Besides that it doesn't make sense that you can buy a nation cheaper if you buy it bit by bit than the whole thing at once.

I don't know the logic, either. But in the script, it says so. I guess it is to prevent snowballing.

Just the opposite. You can buy a nation cheaper if you buy the whole thing at once than buy it bit by bit.
If the number of regions is less than 7, the penalty is 0.25, meaning 40*1.25=50.
If the number of regions is less than 4, the penalty is 0.5, meaning 40*1.5=60.

This is to prevent some snowballing. Or simply to prevent someone with too much money to buy the map progressively. It never happened, right?

There could be many reasons why he is in the kitchen. Some possible explanations include:
