Garrison achievement for Seville not working?

I control each hex why does the bonus achievement not display?

The message is a one time pop up. Custom objectives don't have overview tracking, which is why the pop ups were created to cover them.

Each pop up message also retains the running tally of your total Commendation Points. Be sure to look for that number as confirmation your previous bonus completion has been awarding points too. :)
