what was the purpose of announcing this over a year ago?? I'm really curious?

They already said that they would not have announced it if they knew at the time the various delays and illnesses to important team members that occurred. Confirmed that it is still coming but no news when until they are ready. For real this time. You can offer any opinion on the game you want to give. But that's the extend of it. Neither you, nor anyone else here, has any business getting involved with internal developments. You are a fan, not part of the company.
There is no need for you to know about the exact schedule they are working with, or what is or isn't working right now. Nor can you offer any input about the stuff they are dealing with. Fans can offer general suggestions of what they would like to see, and they can offer feedback if involved in beta-testing or after the actual release. None of which apply here. So what exactly are you expecting?
They obviously aren't finished yet, or they would have said so. They clearly aren't ready to show much new stuff either, or they would have done so. They aren't delaying stuff because they thought sitting on their rears for a year would be fun either. Sometimes things don't work out as planned. When that happens, you can either stop working on it, or put it in the needed effort to get it done, which is what they are doing. In such a situation there isn't more that can be said than what they have already said. There isn't anything they need to ask their fans right now. They already did in the past, and they haven't reached a level yet where further feedback would be useful.
I really don't get why some people are always so impatient. It doesn't matter if it's about games, movies, tv-shows or anything of that kind. Development takes time, sometimes things don't work out according to plan. No one is delaying stuff just for the fun of it, nor does anyone refuse to hand out new information even though a ton would be available. Said information will come when it is ready. Bemoaning a lack of information isn't going to develop a project any faster, nor does a fans lack of knowledge about the project or its schedule mean that the developer has no knowledge or schedule.
As for the original question:
Why wouldn't they have announced it back then?
They can only work with what they know. If they had known things would turn out this way, they wouldn't have made that announcemennt, they've already said so. But seeing how no one is clairvoyant, they operated from the best of their knowledge when they announced the project. Do you never plan to do stuff only to find out it isn't possible to achieve in the way you thought?

Please explain in what way you are not included? No ones stopped you talking about whatever you want when ever you want. I think you write more than all other Panzercorps members put together, which is great. Keep it up. But if you actually want to be involved in the design process then take an active role in the Beta. There's no Pacific beta on the horizon becasue its not ready, but theres a 1944 one starting next week.
Presumably we can expect you to be involved in that? Providing extensive, actionable, well argued feedback? Playing every scenario dozens and dozens of times in multiple different ways, testing as many strategies and variations as you can think of? Finding fail points, exploits, confusion, boring bits, engine issues, bugs, opportunities for improvement, historical research etc. etc. I'd of thought that would be right up your alley.

Not included in knowing the framework or architecture or 'Rib-Cage-or setting' of the premise or thought process behind the thrust of 'Game' itself. It would be good to see such as for example... the lay-out or direction or directions of the game... and as well as to what will be depicted as the main thrust or pathway in the 'Game'... historical and ahistorical. As well as perhaps some suggestions as to what is being looked for and needed to be looked for... such as specific information or alternate ideas... and such-like.
Take the 'Mystery' out of what is happening behind the shroud... .

Maybe a sub-forum where people could start making wish-lists and ideas for Pacific stuff would be good. It seems almost like a different game so a sub-forum might encourage discussions to start.

All I can tell you about Pacific is that its the same designer as the base campaign so presumably he still checks the forums. All the terrain and units for part 1 are done and I won't be involved until he needs new UI assets. I'm currently involved in 1944/45 and several other games. That means I'm out of the Pacific loop.
If you want scenario lists etc. its really down to him and whether he wants to provide them at this stage. I can think of many good reasons why that would be a really bad idea.
I'll ask him to follow things here and to chime in if its pertinent. We have to stay tight lipped until things are set in stone having already fallen foul of events outside of our control. If we announce and are forced to delay again thats going to look really bad.
Other than that, George Parr was right. It'll happen when its ready and when its ready we'll tell you about it. The only way you're going to learn many of the things you're asking for ( Retributarr ) is if you join and actively take part in the beta.
I like the idea of a sub-forum if only to let us concatinate the many duplicated Pacific threads, but I'll leave that up to the designer. He'll likely end up having to moderate it.

Not today. For the last few weeks, those of us on the shop floor have been concentrating on 1944. I've personally heard nothing about Pacific but then I'm not involved atm. I'd hope that once the usual post release kerfuffle dies down there'll be more/some info forth coming.
