At what point is a good idea to begin taking on the other peoples?

Probably as fast as you can. Unless you did like I did and modded down the AI aggression to 30%, you're gonna get hit real hard, real fast, real soon. The sooner you start expanding, the better. But don't over extend yourself beyond what you can afford to defend.
