[NOT A BUG] Apollo CSM variable reliability

Just saw something that looked odd - on some missions the CSM reliabilty suddenly gained a (-30%) tag and also the overall reliabilty went down. Why? The all up lunar mission did not have it but when (in order to satisfy the von Braun's Dream) goal I punted up a manned lunar flyby one it gained it. Th only change would be *less* hardware to go wrong as the LM wasn't aboard

Think I found it - I was being 'penalised' for going for an earlier mission in the sequence of Apollo missions than I had reached

Indeed, yes. We need to improve that aspect of the UI to make it a bit more clear, though. But yes, you were basically being penalized because of an unachieved goal.
