
In SMAC, this affected surrounding tiles, so by raising a coastline tile, you could ultimately
convert the adjacent sea tile to a land tile. Obviously, this would require keeping track of
the depth of the sea tiles, which SMAC did and Pandora doesn't.
Similarly, by lowering a sea tile adjacent to a shoreline, using a sea former, you could sink
enemy farms, etc.
At this stage of game development, the only thing raising or lowering does is change mineral
output, as far as I can tell.
Unfortunately, as has been noted elsewhere, if the recent activity of this forum is reflective
of the life of the game, it doesn't seem we can anticipate much more development.
