1918 Campaign, What's the point?

The Summer Offensive Campaign begin in 1918 with 21 turn left.
The CP has 6 Victory Points while the Entente has only 4.
(due to Russian's revolution and surrender before the starting date)

The only way to win for the Entente is knock GE or AH out of war in 21 turn, it's hardly possible.
And to win more VP for CP is equally impossible, beat GB or France in 21 turn. Good luck with that.

So it's auto win for CP without much to do, just hold the line until times up.

In 1917 Campaign, players have more times but still feel too short.
(consider mobilize times, gain PP, recruit army, navy, airforce took almost 20 turn until fully mobilize)

I think these later campaign (1917-1918) need more turns, maybe one or two years.
(for gameplay, not historical accuracy)

not all battles are meant to be winnable maybe?
