Panzer Corps won't start in Steam after Win 10 Reinstall

I recently had to reinstall Widows 10. New hard drive installed. Everything else running fine.
Before the reinstall Panzer Corps always worked fine under Steam.
Now when I click Play Panzer Corps Wehrmacht it asks me to select resolution and then does nothing.
Any ideas?

Also other games like Skyrim won't run correctly. Played that for many hours before reinstall.
Now it won't even start.
Battle Academy 2 seems to work fine.

P.S. I just tried loading Order of Battle Pacific.
That will not start now either!!!!!!!!!!!!!!!!!!!!!

Download DirectX9 from Microsoft:

http://www.microsoft.com/en-us/download ... px?id=8109

Run and extract it to a folder of your choice. Open that folder and find a file named "DXSETUP.exe". Run and let it install a full version of DirectX9c.

No change...what am I doing wrong?

Campaign Series Middle East, which is not a Steam game, runs fine.

Commander the Great War also doesn't run anymore.

Battle Academy 2 and Pike and Shot DO run.

OK...I solved it!
If you go into the properties of Steam.com and check the item called run as administrator everything starts to work!
