What does an Aircraft Carrier Strength Point Represent?

What does an Aircraft Carrier Strength Point Represent?

If it has no combat value then obviously the strength points don't relate to the chance of doing damage to the attacker and as far as I can tell reducing a carriers strength has no effect on its ability to resupply aircraft. Its a bit sad if all it means is 'a 10 strength carrier takes longer to sink than a 2 strength carrier'.
