Writhing Worldscape and Gravity Pulse stack unexpectedly

When my Monolith sits next to a hostile Transcendent C'tan and a hostile Obelisk, their effects Writhing Worldscape and Gravity Pulse stack so that I end up with -1 movement points. My Monolith can't move, and it can't perform any other actions either.

without a save or logs, it's hard to say what is or could be the issue
