I apologise if this seems like an obvious question, but do you have at least 10 of that particular unit type captured? Remember that you can only deploy captured non-infantry units when you have accumulated at least ten of a particular type, and there is no way to put captured infantry into circulation. I don't recall if the recent patch fixed the bug with switchable units, though since I don't tend to prioritise capturing units all that much. (Namely, if you captured a dual-purpose unit like say, a KV-2 when it was in artillery mode, it would be added to your artillery roster, and not saved as a tank. If you then captured some KV-2s which were in direct-fire mode, they'd be saved as tanks, and the two would be counted separately).
