FOG lacks totally an effective command chain. Troops should be assigned to generals before deploy.

I would suggest to change army list, not rules. In Rise of Rome, for example, you could distinguish between hastati and principes (actually they are classified the same). Stop people going into column to lessen the effect of an unfavourable impact. Give one dice per 2 bases in overlap at impact. It being a melee dice it would round up* so putting your lancers into column would mean the camels in line would still get 3 dice to 2. And if you were overlapped both sides...

Most players commit their commanders to close combat and the chances of losing them are slim. Increase the chance by 1 - with the extra counting as wounded.
