Is there a slow population cap to those northern European regions?
As Burgundi, everything starts w usually one population. By the time I hit about 14, it seems almost impossible to claw my way up any further in population growth.

Yes, there is a softcap starting at three times a region's starting population or 9, whichever is higher. After hitting the cap, the food requirement for growth increases, if I remember correctly, by 50% of the base value per additional population unit. The penalty is halved for regions with a capitol. This mechanic was introduced in a patch and is undocumented outside of the patch notes - I looked at the scripts to find the exact values.

I can not believe the devs went ahead and actually did this in version 1.05. I also complained about it here: viewtopic.php?f=534&t=94493&p=812275#p812275
This is completely unrealistic. Why two completely identical regions can not advance/grow population the same way, just because they had different past (population at start of the game) ??
I really hope the devs have some realistic explanation for this, and not the stupid "balance" reason (if I want balance, I'll just play Chess, StarCraft2, or EU4). Or the reason to force historic outcome with unrealistic restrictions (if I want to experience historic outcome, I'll just watch a historic movie or documentary). I bought this game because it had the most realistic mechanics (and so was able to deliver the most realistic alternate-history outcomes). Please do not break this game I bought and love by introducing unrealistic mechanics, like PDX did with Italy-only Renaissance or ahead-of-time tech penalties (because of them I stopped playing EU4 and regret buying it; also not buying RI specifically because it still has ahead-of-time tech penalties). How do I revert to the previous version that does not have this unrealistic change, so I can continue to enjoy the game I bought? (yes, I prefer not having the diplomacy update than this). Short answer: I can't.

Don't go so ballistic on that. It is a soft cap, not a hard one.
There is another way of slowing down growth in regions which historically did not saw growth, but you'll have to wait the next official patch. It will be also much more flavorful and also a soft obstacle you can remove
Now, if you don't want this specific rule and if ** you play solo **, then you can edit a text file to get rid of it, and stay with advanced diplomacy active.
Open <game directory>\Data\scripts\MapGlobals.bsf with a text editor (not Word) like notepad, notepad++ etc.
Search for POP_FOOD_POPULOUS_MINVAL
the exact line being
#define POP_FOOD_POPULOUS_MINVAL 3 // Min pop ever considered, preserve some back compatibility
replace 3 by 100
save and exit

Thank you so much Pocus. Sorry if I seemed angry, but it really matters to me. I will wait the next official patch then. It also seems I found a good reason to make a "Realistic" mod for FoGE as well, when I will find the time for it
