Steam Cloud

I am suddenly getting popup windows in BA1 & BA2 regarding the Steam Cloud.
Asking about downloading to my machine and conflicts between my machine and the Steam Cloud, etc.
I have not at any point deliberately sent any files to a cloud.
What has happened?
I choose what files from my system ever gets sent to a cloud.
I choose what cloud I would ever send files to.
Period.
Further causing both games to not start or taking at least a minute to start.
Sorry, don't tolerate that kind of delay in any application loading with the system I have.
Please advise on how to stop this interference with the games, my system, from this Steam Cloud.

If you wish to disable the cloud saving, just right click on the game in Steam -> Properties -> Update, toggle cloud sync.
