Medieval German City League, List Question

Help required with the above list please. Lost Scrolls pp 59

The Free Canton Javelinmen are listed as 'average' but costed at 4pts and 2pts.

Does this mean that there is an option to take the Javelinmen as 'poor' or is the base cost at 2 pts incorrect ?

As this question is being posted to ratify a competition army list I would appreciate knowledgeable answers not guesswork.

Only average unprotected at 4AP. See the errata

The errata is silent on the javelinmen you are looking at the reference for the list above.

My bad, I was reading the line above as the Germans.

In the absence of guidance from whoever wrote the list (Karsten Loh via Nik, I suspect), as a list checker myself I'd rule only unprotected average are allowed, based on the main Free Canton list itself in Lost Scrolls (Later Medieval Frisian or Dithmarschen).

(If suspect the error would be more likely an intention for protected as "taking the better troops", should it be that option - having average poor would mean two typo errors, not just one).

That's why list checkers like "the list checkers decision [...] is final" in competition rules
